General objectives

Develop draft regulations for professionals working in European Groupings of Territorial Cooperation (EGTCs) to address the challenges associated with their cross-border work situation (employment, taxation, social security) and to enhance legal certainty and the attractiveness of these jobs.


Specific objectives

  • Conduct a comparative study on the situation of EGTC staff and the obstacles they face.
  • Engage international law firms to analyse existing legal frameworks.
  • Draft a framework document defining a specific status for EGTC workers.
  • Recognise the rights and specific characteristics of EGTC professionals.
  • Contribute to the creation of a future European status for cross-border workers.
  • Improve working conditions and legal certainty for EGTC employees.
  • Develop more effective human resources management within EGTCs.
  • Promote better coordination between the administrations of different states.
  • Harmonise procedures and find common solutions regarding labour, taxation and social issues.
  • Strengthen cross-border cooperation by viewing workers as a driving force for innovation.
